for the last time that's not really a handicap spot. It is a spot for outpatient parking at a physical therapy place. It is only designated as handicap during specified hours, and at other times it is for library parking. The sign is difficult to see, and it's not labeled for every spot. I have done the same thing a few times before.

That said..FUCK RIX.​
